Capt Francis J. Troy, Jr graduated from Oswego High School in 1933 and entered the United States Military Academy at West Point in June 1937. He graduated from West Point and commissioned as a second lieutenant in the infantry in June 1941. He was sent overseas in November 1944.

Capt Troy is remembered at Saint Peter's Cemetery and Mausoleum in Oswego, Oswego County, New York with a memorial marker.
